On the 15th of June 2016, "To Wing Chinese Language and Culture Fund" was launched by the Department of Chinese Studies in the School of Languages and Cultures at the University of Sydney.

Dr. To Wing is an Honorary Chairman of ACPPRC. He donated $150,000 to the University of Sydney to establish To Wing Chinese Language and Culture Fund which aims to promote Chinese language and culture.

The donation will primarily be used to support the In-Country Study Program to China offered by the Department of Chinese Studies. Additional funding will be used to set up awards for top-performing students studying Chinese at Sydney.

Dr Michael Spence, Vice-Chancellor and Principal of the University of Sydney; H.E. Tong Xuejun, Acting Consul-General of the PRC in Sydney; Mr. Xiangmo Huang, President of ACPPRC and Dr. To Wing, delivered the speeches at the reception.

Speaking at the launch, Dr To Wing said that he hoped the Fund would not only help University of Sydney students improve their language skills, but also offer them a unique opportunity to immerse themselves in the culture of China and to continue to foster a positive Sino-Australian relationship.
